Carbs would a step backwards Imo. Restrictor plates are easy to enforce and they limit power not just rpm. tons of racing organizations use them, Nascar, WRC, formula 1 etc. They can be used with fuel injection. Impound the winning boat after a race and check the plate, easy to keep field level. and cheap it could be as simple as a 1/4" plate behind the throttle body, they cost what $50? it would be easy to keep extra on hand and they would take 5 mins to swap out, they could be teched with a digital caliper. Even if you tried to build a bad ass g whiz cheater engine it still has to breath through that small whole, and probably won't mean a damn thing.

OL Did there home work, all of the 29' run fast for a given power. There will be no easy way to make that fair.
