How far away does he live from you? Do you have anybody near that way or can you take the time and expense to pay him a personal visit? The sooner you act the better the chances will be in solving the issue. I would pay him a visit regardless. Looking him in the eye is what you need to do. I'm certain I'm not telling you anything you don't already know. I bought some tranny's off ebay a while back and was close to being in the same situation myself. I was a day from flying out to the sellers location before the matter got solved.
You just shouldn't have to incur any additional expenses.

Call the local Sheriff's office or local police department where the seller is located. Tell them that you wish to file a complaint for criminal fraud, explain the situation, they will more than likely tell you that this is a civil matter, and to pursue it through small claims. Be adamant when you speak to them, explain that you have been defrauded and wish to file a criminal complaint. If nothing else, they'll investigate and maybe light a fire under the seller's ass.

I'm the same situation now, where I purchased an Alpha Gen 2 lower unit, received an OMC Cobra upper, and the seller basically told me to go **** myself, then called me some not so nice names and ethnic slurs, then hung up on me.

I had my attorney send an email and a certified letter to the seller demanding a refund otherwise we will be forced to take appropriate legal action. I have no qualms about filing a criminal complaint against this guy.

People just don't get it. If someone showed up at my home or office, unannounced and looking for a fight, because they didn't receive their parts, I'd consider it to be an assault, and have them arrested. The pen is always mightier than the sword.

Doesn't this guy own Concept boats out in Havasu? So he's willing to throw away his reputation over a few hundred dollar seats?! WOW what a way to run a business....

its time for you to post this in GD and ask for someone to stop by his place and say HI I am here to pick up spyders seats to save you shipping or something and at least everyone will now he is a dick. theres a lot more readers in GD then in the swap section god this pisses me off. good luck

How did you pay for these? If you used a credit card or pay pal just contest the charges. You should get a refund ASAP. I've had this happen to me as well, which is why I always use pay pal for this type of transaction.

Hindsight I should have sent paypal. I sent a check for the items trying to be nice and save him some fees.
