The good thing is that truck has a 4L60E trans that has a great first gear ratio, the bad side is it not that strong of a tranny. Be sure to use the tow/haul feature, and no drag race take offs and it will be ok.

7,800 lb is GVWR which is the weight you dont want to go over while towing in the bed of the vehicle and is the weight of the truck pls the weight of anything in the truck
13,000 is GCWR and is the combined weight of truck plus weight of trailer.
I do know that my AWD Sierra Denali has GCVW of 16k and a max trailer capacity of 10k and the drivetrain under it is the exact same as the SS's minus the Dana 60 for quadrasteer, so the SS should be around the same area

You cannot go by the length of the boat. You have to go by weight. There are 29 and 30 foot boats with single engines and those with twins. This is misleading to say you are good up to 30 ft. ALWAYS go by weight...........
