I bought a tongue scale. It wasn't that expensive, $120-140 if I remember correctly. Trailer tows like a dream with the correct tongue weight.

When you are adjusting tongue weight does moving the boat forward accomplish the same thing as moving the axles back? Is one method preferable or just do whichever is easier ?

Whichever is easiest and still supports the boat properly. Such could involve adjusting bunks and/or the winchstand. One must also be careful that drives trimmed all the way down do not contact the trailer as well.
