If you want something for the rough, and you want to keep that engine you just built, what about a superboat y2k. I love pantera's, but length is king in the rough. Or even better (but more $$) how about a single engine 322 from the factory like oh deere.
I wouldn't waste my money selling a boat right now (you will waste your money, the boat market sucks) just to buy one in the same size range if i were looking for better rough water handling.

I did not say that I did not like the Pantera because they are very good boats. In my opinion the Velocity offers more of a all around package than the Panterra and if you know how to run the Velocity it will run in the ruff water and believe me I boat on the Chesapeake and the Bay is like a washing machine. There are some Panterras as well as the ATs on the bay and they both perform and run well infact a friend has an AT so I have some seat time in one.Not bashing at all just Opinion.

Leave your boat home, come down and I will take you out in a 280 and a 320 and you will change your mind about the boat, you are still learning and it takes some time,it is a drivers boat not a point and shoot.

Hyper tell me when and where and i will be there. Hopefuly you swing me to keep it. I go to block island alot and dont wanna take a beating in 3-4's. I tried to stay on top but was coming out a lot and could not keep the boat on plane. I was always just blowing out. Mike said the the prop blow out is normal. Anyway let me know what you think i should do. I love the boat and the new power would be amazing. Probabaly fastest on the river but i want to hit ocean often.

If you're constantly running in 4ft waves no boat under 33ft is going to be a smooth ride. You need length my friend, a 28 Pantera is not going to be the answer. Get a big Apache and go wave hunting.
Edit: It looks like Shore Thing and I have the same opinion on the subject. I guess I should start reading from the top down on threads.
