23' world class value?

What would you all figure a fair price is for a 1991 23' World Class as follows:

-Mercruiser 454 (Engine DOES NOT run and died on last outing - could be ignition or fuel problem?)
-Bravo 1 drive
-IMCO dual ram hydraulic steering
