plugging lower pickups

Read on a thread people have plugged lower pick ups, I'm assuming also called high speed pick ups and shaped the bullet to get 1 - 2 mph at wot.. true?

I did on mine to help lower water pressure. Mercury makes a kit that is basically 4 set screws and all you do I tap the drive and screw them in.

The lower or the upper holes? I'd think the uppers closer to the surface.
