So "ownership" goes from a habitual liar and petty thief to someone who looks the other way to said behavior. What has changed?

Senior moment... thinking one thing and typing another.

What I meant was... once the transfer is done, and assuming the info isn't set to 'private', anyone could do a whois search and see the new domain owner.
