It is given by the Internet Provider. Apparently, depending on the service you have, you can change it sometimes. I didn't know you could do it either until a mod from another forum discussed how a certain person was always changing their IP address.

Just curious what happens when you pick up WiFi on a laptop? What about a smart phone where it continuously picks up hotspots? Does the IP change?
