Info on 1991 21/22 Cig OB

I saw one for sale recently and didn't believe it was a cig.
I have never heard anything about this boat.
Can anyone here give some info/insight on this boat?

what the hin number should start with crt i thought the last year they were made was 1986 but i could be wrong
