I cut an access panel but I don't have any pics, sorry. I put in a hatch similar to the fuel shut off hatch in the bilge.

Yes. I had to use a sawzall to cut apart what was'nt corroded apart. As far as the replacement. I hav'nt gotten to that part yet.

I'm either going to cut a hatch (which I hate thinking about) or go this route with a flexible bladder? Thoughts? This looks like a pretty good idea. Does anyone know if the existing "tank" has a vent in it? I wonder how this would react when using a pump out??

I was a little concerned about the bladders when I first heard of them but my buddy has used them for airplane fuel tanks. They are supposed to hold up well. Might also save you from cutting fibergalss.

Nobody knows where the fresh water holding tank is located in a 99 TG? Can I get to it?

On mine the water tank is under the Port side Seat in the Cabin in front of the Closet. Actually under the seat and part of the Closet.
