Have all the boats listed for sale at Phil's been gone through bow to stern by his shop? Didn't know if some were just trade-ins.......Is it safe to assume that anything that leaves his facility is as close to perfect condition as possible?

That's right. If he owns the boat, he puts some work into all of them in some way. If they are boats he's always serviced, he may not have to do anything at all. No matter what year the boat, he wants them as spotless and wear & tear free as possible.
