They don't give boats away so the term " handyman special " in the ad has some significance.

I assume what it all means is that Phil didn't do the work himself (most likely the owner did) but the boat checks out. Phil doesn't sell junk. Even if he didn't build it himself you can bet your azz it's been gone through and inspected properly. Looks like an awesome deal to me.
