you can ship them anywhere, Vincent, Toad, Visual imagination, Precision Paint Worx, call TNT and Brand X and see who they use, they are down in your area

Why paint and not powder coat?

Brand X has a paint shop in house.

As for why paint, it looks like the box was power coated and then a design of multi-colored stripes painted over.
