Not rub rail, the rail on bow of the boat, I guess bow rail.

It can be painted, but powdercoating will probably hold up better.

powdercoating would be the way to go, but I was just trying not to take the rails off the boat. If it was easy to get to and undo them, would be no problem but don't know how to get them off.

IMO painting would be better..less costly and less labor in your case. Prep is 90% of the finished product.
