When it comes to rust inhibitors not all products are created equal. I haven't had good luck with rustoleum.

The stuff that i used that I actually had some success with (I personally do not like Rustoleum), was a product called "Extend" by Duro. It is now branded under Loctite under the same "Extend" name, and it actually worked well for me.

This product isn't really a paint or primer. It is kind of a chemical stain or??? I'm not really sure how it works. You brush it on like water and it later turns into a black coating. I don't know if it etches, cleans or entraps the rust, but it worked really good. It doesn't need to be primed after you use it (but you can), it dries and looks like primer, but comes out really wet.
