What is true about speed loss if use AF?

As an example I know of someone who had a very well known stepped bottom 28 footer who had his bottom sprayed (anti fouling) before he ran the boat . Fortunately it was well known that his boat was capable of 71-72 @ WOT with his engines.
I believe that the best he ever saw was 67-68 mph.
If you have to go that route mitigate the potential loss as best you can with a harder finish and an application method that remains as smooth as possible.
