mercury trim tab adjustment

just wondering if there is any adjustment on the range to movement on stock mercury k-planes, i have a just gotten a 29 scarab and they do not seem like they go up high enough, they will not go above neutral, sound like they are hitting a stop or something. there is still 1 inch of piston showing on the ram before it is painted------help:

Some boat manufacturers install internal stops (spacer under the piston) so they won't lift above neutral.
