Power Steering Questions

I have a 29 Baja Outlaw. It currently runs 65 MPH and I have stock internal power assisted steering. The steering has become notchy and requires increased effort to steer. It also has a little play in the wheel (you can turn it a couple inches each way before the drives move) I just had a leak in one of the lines fixed and the fluid topped off but am still having the problems. There are two pumps, one on each motor but if I start the port engine first I don't have P/S, only when I start the starboard engine. I thought about switching the pumps around to see if that made any difference (thinking if it fixed it, the starboard pump was bad). Anybody know what else to check? Visually, everything looks fine.

The other option is to convert to external steering. I'd love to have it but figure it would cost about $3K in parts. I think installing the rams and fiittings in the transom wouldn't be bad but running the lines up to the helm would be a pain. Any thoughts on this?

Thanks.
