Carb Float Level

Does it matter whether you set the float level on a Holley while on the trailer level or in the water? Gonna rebuild in the spring.

Due to noise restrictions in the campground, can't run on a hose.

I'd say in water would be the best. used to do it on trailer and always ended up fine tuning in water...
