Default steering cable stuck in steering actuator-bravo stock

i thought i need a cable. wheel wouldn't turn at aii. unscrewed cable outer from valve-moves free. removed valve from inner transom so it is laying loose in bilge. where cable goes thru steering is frozen solid. won't move won't turn. any way to free it up without destroying cable and/or valve? i figured i should ask here before i start heating things and beating things.

A buddy of mine uses a mixture of coca cola & marvel mystery oil to free up stuck rings on outboards maybe something like that soaking down the shaft would free it up. Randy

Be very careful if you go the heat method. I've seen hydraulics get heated with a torch and go off like a bomb. If its at that point why don't you just replace the cable and the steering actuator...
