is it possible someone clearcoated the boat and now its coming off?

Very likely. I would think they would need to scuff the surface before spraying for mechanical adhesion. So it was either a hack job or its a sealer of some sort.

Some company was selling (and advertising big time years back -I think I even remember it as a commercial on ship shape tv) a product that was like Mop-N-Glo. Hey, I think that may be it, Poli Glo ? A clear substance you rolled or wiped on but did not buff off and supposedly lasted a year or two.

I bet you that's the stuff !!

Yup, this is it: https://poliglow-int.com/product/poli-glow-kit-2/

I can't remember family's birthdays and anniversaries, but I remember dumb chit like this ? Yikes. :)

Probably Vertglas or something similar. It's pretty much Mop-N-Glo. Get a some floor stripper... it'll come right off.
