Unhappy Location of steering fluid reservoir

DOES THE POWER STEERING FLUID RESERVOIR HAVE TO BE ABOVE THE POWER STEERING PUMP?? SECOND PHOTO SHOWS OLD LOCATION
AND THIS IS ON EXTERNAL STEERING SET UP.
I HAVE REPLACED THE CAM DRIVEN WATER PUMP TO A NORMAL WATER PUMP. I AM HAVING TO RELOCATE PUMP AND RESERVOIRS, AS I HAVE CHANGED MOTORS TO A CLOSED COOLANT SYSTEM.
I THINK I AM GOING TO HAVE TO MOVE POWER STEERING PUMP, AS I AM NOT ABLE TO FIT LOWER HOSE .
THIS STEERING PUMP IS ON A HOME MADE BRACKET. IT WORKED FINE BEFORE WITH CAM DRIVEN PUMP , BUT NOW THERE IS ISSUE.
I HAVE LOOKED ONLINE AT DIFFERENT BRACKETS. NOT SURE ON THIS.
WHERE IS THE POWER STEERING LOCATED ON CLOSED COOLANT SYSTEMS??

Yes, the external reservoir has to higher than the pump.
