Hydraulic Steering Issues

Good Day Everyone,
I'm new here and i can't seem to find a thread that addresses my exact issue. I bought a 2006 Velocity 322 with 525's and ITS transom assemblies a couple years ago and have been chasing a steering problem that has us stumped.

The previous owner confirmed that it did steer properly up until not long before the sale so it shouldn't be a rigging issue. What happens is the steering kind of comes and goes and fills the bottle with bubbles to the point of overflow, so it must be getting air. Sometimes though the bottle will be empty until it sits shut off and it will fill back up. When i first start it after a while i have to steer back and fourth a bit before i get input. We have changed the helm and swapped the pump with the one on the other motor, there are no leaks in any lines. Could it be the cylinders need rebuilt? We are at a total loss, it really makes it tough to drive when its either super stiff or im turning it 1-2 times around to get steering input while I'm running 80+, not safe .....

Any ideas would be appreciated!

If the bottle goes to empty, that is prob when its sucking air in. I'd fill the bottle higher and then bleed the system. My thought is that the air in the system heats up and expands and then causes the overflow.
