I had a 22 Classic with a supercharged 454 and it ran 80+ mph. Play with some different props and also weight in the bow of the boat. Also check the bottom for a hook as well.
I don't remember if needed a little bow lift or if it did not want bow lift but it was very sensitive to which prop you used.
Also, as stupid as it sounds, it ran faster with a full load of fuel and a couple people on board than it did empty.
Definitely a drivers boat and yes you can fix it.

Do not put weight in the front. A properly set up 22 Classic likes a light bow and a prop that gives bow lift.

My boat ran best when I had all my safety gear, tools, etc under the deck of the boat. I guess it was closer to the cockpit than the bow under the deck now that I think about it.
