'06 Bravo 1 Exhaust Bellow Question

I have a 2006 Mercruiser 496 Mag mated to a Bravo 1 outdrive and upon inspection I noticed that the exhaust bellow was attached to the transom assembly with a stainless clamp but not attached to the outdrive. I don't have through hull exhaust. Is this correct?

I called the tech who installed my motor package and he claims it's supposed to be that way per Merc's install instructions because the 496 doesn't like any backpressure. Is he right or should I connect the bellows to the outdrive?

That's they way mine is. I believe that all bravos are that way.
