need help clearing plugged hole above water pickups

My lower units have the low water pickups on the front of the nose cones. There are 4 larger holes in a square pattern. Directly above that, there is a single smaller hole that is plugged with crap deeper inside. I have tried spinning a drill bit in there by hand to free the junk out but it just wont give....

So, what is the single littler hole right above the four pick up holes on the front of the nose cone? and what is its purpose?
Also, how aggressive do you recomend I work at clearing it out?

Thanks!

Thats the speedo pick up port.

I've had luck cleaning them out by
using a long drill bit, and not getting too
crazy with the drill.
