Bravo Stern Drive Water Leak

I have a 1991 7.4 liter with Bravo 1 out drive. I have noticed water leaking into the bilge through the hole where the power trim lines go out through to the drive. I had the drive off last year and had it checked by a professional. Everything looked good. I put a bead of marine grade silicon around the outside of the drive, but still leaking. Water only appears to be leaking in when the boat is running, very minimal when stopped. is there some kind of gland that is going through the transom that could be causing this?

There is a gasket under the block where the trim lines all join together at the bottom of the transom and also a seal between that and the electrode for the mercathode.

Just bought 2new gasket sets. Do it quick before the transom rots
