yep that links it into the mercathode system, ground strap I guess you'd call it . . . .

Yep, mercathode wire and not really a big deal in fresh water.

Ayuh,..... I believe it's called a continuity cable, which is part of the bondin' system, which is necessary to limit corrosion of the pieces,....

Mercathode or not, it helps with electrolysis,......
