As per title, what am I looking for to replace with so much play in the outdrive? Thanks

If the steering wheel is not moving when you do this then you can torque the gimbal ring nuts on the top. If that does not fix the problem you will need to either replace the gimbal ring or install the repair kit.

depends on which size your U bolt is ?

3/8 is 53 ft lbs

7/ 16 is 50 ft lbs.

I bet your gimbel ring thru the swival shaft is worn out and the nut for the swival shaft has loosen -- common prob.

If it has that much slop in the tiller arm shaft and you tighten the nuts down it will probably crack the gimbal ring.
time for a proper rebuild

Its a power steering hydraulic type. No more info than that. You can see the cylinder behind the exhaust manifold
