Default Drive won’t go all the way up for trailering?

Port side drive will not go all the way up for trailering i Believe its stoping at the trim limit? What can I check?

trim limit screws prob came loose and rotated - will need to be readjusted - correctly. Service manuals are great to have to instruct the boat owner for all testing and procedures..
