bottom coating?

I found a boat that has some kind of bottom paint. They tell me it isnt really paint but a coating that is put on and removed without sanding. Is there some kind of releaser or do I have to power wa**** off ? In spots it is flakeing and you can see the gel is still smooth underneath. Help???

If they keep telling you that it is easy to remove, tell them to remove it before you buy.

sounds like they just painted it on with out any surface prep which woud make it easier to take off but it won't be that easy.I could be wrong.
