From what i was advised on another site from an MTI and other high performance Boats glass specialist is the Marine-Tex is good as is or use a epoxy with either a West Systems 404 or cab-o sil product for lightweight structural filler mostly for vertical applications.

When I have repaired old thru bolt holes that I am reusing, I over size drill and paint some epoxy with filler in the large holes. Then insert the correct size PVC pipe. When it is dry I have a sealed bolt hole.
