Default filling gouge (hole) in cowling?

I had one of my friends accidently hit the cowling of one of my merc 250 with the anchor as he was taking it out of the water and it created a noticeable gouge (hole) on the cowling. Is the cowling made out of any kind of special material? What kind of filler would you guys use to fill it and sand it?

ive used a structural adhesive made by 3m and fiber glass mat to repair the cowlings before. has held up for 2-3 yrs know
