Water ski tie loop
 

I bought a 87 242LS and one of the items on my laundry list is the water ski rope loop on the back will rattle at certain rpm/speeds. I raised the engine hatch and figured out i can't get to the bottom of it to tighten it up a bit from there. How do i tighten it? thanks
