357 - What are these lights under the helm?

I'm trying to figure out what these are and where they go and I need a little help. As you can see from the attached photo there is a black panel hanging underneath the helm with 3 red lights. These lights are only illuminated when the engines are running. They are wired into the boat with a black wire and a blue wire and trying to trace the wire it appears to go up to the starboard tach but i'm not sure. I have 2 questions if anyone can help

1) What are these lights for? I was thinking possibly alarm lights (bilge water, temp, etc.) but I'm not sure.

2) This bracket has mounting holes in all 4 corners but I can't find anywhere where it appears it should be mounted. Where is this mounted to? It appears to be a factory installation.

Any help would be appreciated. Thanks

That is the illumination lights for your trim and drive indicators. Those holes match the 4 bolts that hold the indicator in.
