502 block drains - cross-over hose?

Getting ever closer to finishing my first winterization fun on my new to me 353 (raw water system with flush kit). I can only say my clothes have done a good job cleaning the bilge :( i miss my closed cooling - lol

Anyway, I'd wrestled with some hose that ran from bank to bank on each block. There are no drain plugs, just two barb fittings and a 3/8" fuel line connecting them.

Not sure why this engine is setup like this, but looking to figure out what it should be setup like and if anyone uses anything like this with a drain plug (blue) in the center. it would be nice to be able to get at the drains witour removing the vacuflush tank!

This setup was plugged in the hose, so I had to disconnect both sides, making sure to have nice chafed skin on both arms.
