Ok, my wonderful wife bought me a 176c for my birthday. Now, the issue becomes where is it going to go. How does the flat panel behind the wheel come out? Is power available there? Maybe it would be better on the "nav" side? Any suggestions would be helpful.

What panel are you taking about? Is it the one with the drink holder? If it is then this panel is held on by glue. Just lift or pry carfully and it will come off. Power is avalible from many locations unde the dash? If I am talking about the wrong panel let me know.

I am talking about the flat panel- and by flat I mean it is (a) flat and (b) not set at an angle to the rest of the dash- it is like a shelf -behind the wheel and below the instrument panel. I don't recall it having a drink holder in it (boat is at LOTO and I am 300 miles away). I presume I can use any power- i.e., constant off of ignition switch, etc.?

Yes. I am . . . shows you what I know about my own boat!!!! I might be able to mount the GPS where yours is . . . if I could be convinced it would fit and I could get power. Which, I agree, shouldn't be a huge problem. And, nice fairing by the way.
