Tubes

I have seen this before and I am trying to figure out what the vertical tubes are for...cavitation?

It allows air to get under the cavitation plate letting the props slip more. Its is nessasary when spinning a big wheel to help the boat get up on plane easier.

I've seen them on Surface drives as well. I believe the 48EC running Yanmars have them on there as well.
