Pop up cleat

Have a pop up cleat that won't stay down, any suggestions? I do have another one to replace it with but it is mid ship and just about the only way to change it would be CUT A HOLE in the side of the boat. NOT A GOOD IDEA!!!!

If your boat is like my 38' I can see my mid cleat by putting my head in the side compartment and looking up and forward. I think I could get my hands on it from there.
