Does anyone know where I would find a panel like this or where one could be made?

eBay has blank panels that you can have painted or you can have a carbon fibre panel made by Innotech..

Get someone to paint yours.

What about all the writing for the labels?

As HyFive said, Innotech is your best source. They made the originals for Fountain. Redoing the dash is a pain in the ass to do. Don't go through all the work and half ass it. Here is the dash I did on my old 32.

I had my 29 dashed painted and he free handed the lettering. Looked great. Also you could get a vinyl shop to print everything out and clear coat over.
