Hyd. External Steering Help

I have a 1999 27' Fever with stock Fountain Hyd. External Steering. Under normal operation conditions steering seems fine. However, the wheel becomes significantly harder to move when the wheel is rotated quickly from one direction to the other while docking. The helm does make a hissing sound when turned fully in one direction. Is this normal for this type osfsystem?

Please help.

The hissing sound is normal I think, mine does that?? As for being hard to turn mine got like that when it was really hot, I replaced the belt and it is fixed.

Mine gurgles also at full lock. originally thought it needed bleed, so bled it. Stilll does it. Guess it is the nature of the beast.

I have a 24cs and my steering is hard to turn at idle speed also.
