Evacuation during a storm

I am curious after watching the past few storms why the inbound lanes aren't opened and reversed to double the evacuation and cut the time down.

Sometimes they are. During Andrew, all I 95 lanes were northbound except for one lane, and that was restricted to emergency vehicles. I think they are doing that in La now aren't they?

They did have most inbounds reversed until 6 PM tonight.

The majority should be well on their way out is what I assume they are planning for.

They would probably just bottle neck some where else.

We left New Orleans at 9am and got to Houston at 5am and i never saw the other lanes open
