Default MD Environmental lawyers? - water pollution

Are any OSO members licensed in MD for environmental law? I'd like to talk about the feasability of putting pressure on the local government to clean up the 3-4 million gallons of sewage spilled into our creek (3 million in one spill, I think they estimated ~1 more in the subsequent one). So far they cleaned up about 100 yards at the head of the creek and are talking about "if" they need to do anything towards cleaning any of the rest of the creek (we saw and smelled it flowing by but DWP says nothing got this far, yea right).

Please PM me a phone number or e-mail if you would be able to help me get some ideas on direction and how to best approach the problem since it looks like they are not going to take any meaningful action on their own.
