Sorry to hear this.

Did the driver of the Jeep try to run the officer down or something? Why would he have a gun out over an unpaid bill?

Yep, sorry for the loss, but a cop is not going to shoot at a vechicle unless it is trying to run him over, as it sounds like here. Kid in the back was not driving, but should have chosen better friends.
