I think it is talking about outboards engines, not I/O's.

That description just shows you how "outdated" this info is........most drug runners use planes and other means now to ship product. 99% of the time when a news agency is reporting something about speedboats, or "cigarette boats", they are clueless.

Yup ..but they are still giving it a try in the go fasts. One just got busted a month or so ago with a huge amount of Bolivian nose candy.. The term go-fast was probably first coined by the USC or CG when using "FLIR" all you see is a negative image of a boat running 60+ at night..
