Another note after reading your previous message.

I don't know of a way to have an accumulator on these types of steering systems. They don't work on "pressure", except when flow is restrained, like at the stops or when it sees a load that restrains it from steering. The pump is normally only putting out enough pressure to flow at it's output for that rpm, which is usually less than 50 psi through the complete system at idle. More flow restriction increases pressure and decreases flow.
When you get "wheel lock" what you are really experiencing is the helm switching to manual mode when there isn't enough flow to supply the helm, and we know how difficult a helm the size needed for the Six turns in manual mode. It feels like it's locked. Basically it will only let you turn the wheel at a rate that the flow can keep up. That's why you should also check how many turns lock-to-lock you are. I think the right size helm should be in the 200-240cc, or 12-14.5 cu.in. per rev size. Higher output per rev is faster steering but needs more supply, less is slower so it needs less supply.

The accumulator is only worth pursuing because of aesthetics and perhaps,less hoses and weight.

The circuit appears to be flow demand limited by supply volume.There are periods when fluid is circulating without work demand.It would be during those periods the accumulator would be refilled, if necessary.The accumulator would only release when the pilot valve would see low line pressure.The pilot can be locked out electronically at low engine RPM.However,as an option,an electric pump could be integrated for low RPM around the dock.

With that said,the safest path of least resistance is probably dual pumps and your suggestions.
