Default Interesting Inflatable life vest information

In the recent catalog mailed out by West Marine it states all the inflatable life vests MUST BE WORN TO BE COUNTED.

You cannot have two people on board and two inflatables stowed somewhere. They must be worn per the statement above.

Anyone know when the USCG made this ruling ? It must be recent as I passed a safety inspection two ? years ago using only my inflatables as live vests. I do carry a bunch on conventional type also but didn't show them.
