The Apache 36 would be right up there- pricier than the other's you excluded though. If you want to talk classics, maybe the best wavecrusher was the Mirage 36. It was built like a 46 with 10 feet cut off the back. Big freeboard and one hell of a ride, Heavy, but it put it to good use in big water.

Why is Cig out of your ballpark? You can get a T/S Gun for upper/mid 100's. Lip Ship has two right now. And you can get a non-stepped Gun for any where around 100

Well when I was looking hard for a 38, I drove and rode some of the boats on your list in rough water.
This is how they pan out:
1. Cig (by a wide margin)

Real close and hard to call
2. Active Thunder
3. Fountain

And then:
4. Donzi 38ZR
5. Formula 35
6. Donzi 38ZX

I though these rode pretty poor (IMHO)
7. Formula 38
8. Scarab AVS



I also rode a new 39TG unlim but the water was smooth.

If you have the means, I highly recommend a Cig. You won't regret it.

38 Cig Top Gun. Any of them with a twin step (started late 2000) and it could be the last boat you buy. I just purchased mine in april, its an 03 Cig TG TS and worth every penny.
