Matt to own a repair shop either auto or boat you do not need a bond. as for insurance you need workers comp and general liability but for your case the mech would need to carry product liability which I am sure he does not have. Make the mech file BK and call his bluff. with your past you can find his hidden assetts

My neighbor's son is probably going to be renting the home from mid Sept. to May.....Not sure, but I think he needs the garage to put his stuff in. I will look into it The house is for sale too

Hmmm...Funny you should say that!
Found 14 Judgments on public file. All assets (House, Cars, Boats, Equiptment, Tools, Inventory Engines, Drives, Partnerships in Companies, etc.) are well documented with some extra effort. (It took half an hour) imagine what I could do with a full day?
Check has been sent to the attorney and I will post the company and persons name when I get a judgmnet. This is still the USA where even a dirtbag is innocent untill proven guilty... then interest can be placed on a judgment of up to 13% per day.

Jeff, he would only need a bond and insurance to get started, after that the city and state is too backlogged to shut anyone down for non compliance.

sorry but no bond is needed to repair boats or cars, only a bond if you are going to sell them, not repair them
